Challenges With Accessing Home Care Among Medicaid Beneficiaries

What is the experience of people seeking home care services for Medicaid recipients in the state of New York?In this cross-sectional study of 169 licensed home care service agencies, 83% reported availability to start care and 74% accepted Medicaid. However, barriers persisted: 44% reported wait times exceeding 1 week for eligibility evaluations, 80% could not or declined to estimate covered care hours, and staffing shortages further limited access.The findings suggest that obtaining home care for Medicaid recipients in New York often involves multiple complex steps, variable agency knowledge, and limited assistance, increasing burdens on patients and families.
